According to the Australian Wiring Rules (AS/NZS 3000) the definition of a switchboard is an assembly of circuit protective devices, with or without switchgear, suitably arranged and mounted for distribution to, and protection of, one or more sub-mains or final sub-circuits.
If I understand your question correctly, you are asking if a group of switchboards could be defined as a single switchboard. There are some switchboard arrangements that allow a collection of functions or small switchboards to be mounted as a single structure.
The key will be the word 'assembly' in the AS/NZS 3000 definition. To be considered a switchboard (singular) all of the switchboards must be arranged as a single assembly or structure.
